Merger pull-and-refile is 'lesser evil' compared to Phase II review, EU competition official Csiszar says

Pulling and refiling a merger is sometimes the “best solution” when the competition scenario isn’t entirely clear during the prenotification period or when competitors show up with new arguments or evidence during Phase I of a deal review, a senior European Commission official said.
