Vertical merger threats to competition can reinforce horizontal concerns, US FTC’s Liu says

The new US merger guidelines narrowed the distinction between horizontal and vertical mergers because many proposed mergers present both horizontal overlaps and vertical market foreclosure issues, a Federal Trade Commission bureau director said today.
Those combined issues create competition problems that are inextricably linked and that cannot be understood properly
