US trade court remands Commerce’s use of adverse facts in antisubsidy review of Chinese solar cells

The US Court of International Trade has remanded the Department of Commerce’s use of adverse facts available (AFA) in calculating the countervailing duty rate for certain Chinese solar cells imported by Risen Energy in 2020, according to a court order.
