TowerCast convinces EU judges non-notifiable mergers can still draw national abuse-of-dominance review

French broadcasting services operator TowerCast won its case at the EU’s top court today with a ruling that a concentration that doesn't meet criteria for prior merger control may be subject to a proceeding by national competition authorities and courts on the basis of the direct effect of the prohibition of abuse
