Rejection of UAE pipe producer's request for time extension an 'abuse of discretion' by US Commerce, trade court rules

The US Court of International Trade has ruled that the Commerce Department abused its authority when, during a 2018-19 administrative review of antidumping duties on circular welded carbon-quality steel pipe from the United Arab Emirates, it rejected a UAE pipe producer’s request for a time extension and imposed "adverse facts available"
