Proposed EU offshore energy 'one-stop shops' aren't winning over national governments

A European Commission proposal to establish "one-stop shops" for each EU sea basin to boost the emergence of offshore clean-energy projects hasn't won the favor of national governments, MLex has learned, lowering the chances that it will make it to the final legislation.
