Frand commitment could bar injunctions over standard-essential patents, but not always, US PTO official says

The commitment by owners of standard-essential patents to license their intellectual property on fair, reasonable and non-discriminatory terms could potentially block their attempts to seek injunctions against accused infringers, but there is no bright-line rule, a senior official with the US Patent and Trademark Office said.
