Former US FTC commissioner’s votes could be usable, but status of Chopra's votes remains unclear (update*)

The votes of Rohit Chopra, who left the US Federal Trade Commission last month, could be usable until his successor is in place, but information released by the FTC still doesn’t entirely clarify the matter.
