Comment: US honey importers, packers challenge rarely used retroactive trade duty rule

The US Commerce Department and the International Trade Commission’s use of a rare retroactive trade duty rule known as “critical circumstances” has been challenged by US importers and packers of raw honey from Vietnam.
Retroactive trade duties can only be assigned when Commerce and the USITC find “critical circumstances”
