Comment: San Miguel's second attempt at a major cement deal likely to succeed

Philippine conglomerate San Miguel Corporation's second attempt to acquire a major cement maker will unlikely face the same antitrust constraints it did two years ago, when it tried to buy the local unit of Holcim. 

This is because in the eyes of the country's competition regulator, San Miguel and publicly listed Eagle Cement
