Comment: JSW Steel wins US relief from Section 232 tariffs on slabs, but Commerce avoids liability

JSW Steel, an Indian manufacturer, will get a partial refund on US tariffs it paid on steel slab imports in a deal with the Commerce Department at the Court of International Trade. 
The agreement, however, isn't likely to force Commerce to amend its decision-making process allowing US companies
