Comment: EU eyes price-volatility shield to appease critics of ETS for road transport, buildings

An EU plan to use a mechanism to keep carbon prices under check in the new Emissions Trading System for road transport and buildings seems to be an attempt to address criticism that extending the ETS to those sectors will hit the most vulnerable members of society with higher energy and fuel bills.
