US exchanges' plan to cap their Consolidated Audit Trail data-breach liability denied by SEC

US stock and options exchanges’ proposal to limit their liability for data breaches on the Consolidated Audit Trail was rejected by the Securities and Exchange Commission on grounds that it would reduce exchanges’ incentive to invest in the stock-trades database they run.
