US duty-evasion findings on art supplier’s Philippine-sourced pencils rejected by trade court

US Customs and Border Protection didn’t conduct a proper review of art-supplier Royal Brush’s cased pencils from the Philippines — allegedly transshipped to dodge antidumping duties on China-sourced products — because the agency refused to disclose information used in making the duty-evasion determination, the US Court of International Trade ruled today.
