EU gatekeeper rules target intrinsically harmful practices, tech policy official says

New EU legislation tackling the market power of Google, Apple, Facebook and Amazon.com will rule out practices that are "per se harmful and unfair," senior tech policy official Gerard de Graaf told an event* today.
