EU banks offered delay, reprieve on new loan-issuing procedures — but only slightly

EU banks have been offered a delay to and some softening of controversial rules controlling when they should issue loans in guidance published today.
But European Banking Authority norms on bank governance and creditworthiness assessment are still far more detailed than what came before (see here).
