EU banks can unilaterally change contract terms to offer cardholders contactless payments as long as they respect consumer-protection laws, the EU’s highest court has said in a judgment that could have significant implications for the rollout of contactless technology.

Consumers, not banks, remain liable for any spending made anonymously if a payment card
