Changes by merger regulators likely to disproportionately affect smaller deals, US FTC's Phillips says

A recent spate of changes to US Federal Trade Commission merger policies may hurt smaller players while leaving the behemoths unaffected, Republican FTC Commissioner Noah Phillips said today.
“My view is that the deals that are most likely to be scuttled by these small increases in cost are smaller deals,”
