Comment: CADE debate over cartel penalties for company employees challenges agency jurisprudence

Brazilian antitrust officials last week resumed a debate started in November over whether cartel fines imposed on company employees should be proportional to their incomes, and whether low-level employees could actually be fined by the agency.
