DOJ, capacitor makers change tack to salvage plea deals

Rejected plea bargains in the US capacitor price-fixing investigation have become a major headache for all involved. To save their agreements and avoid trial, companies and prosecutors are now giving a federal judge full discretion over their fines — at considerable risk.
